Announcement by Zengeiren President Imai Joji
For the Sound Development of the Industry

As the international community develops, human exchange between foreign countries and us is more and more developing, and the administration on immigration business is more diversified.

In our industry as well, the concerned governmental institutions are expecting us to make our business of bringing overseas artists more legally suited status. The immigration bureau held an investigation to seize the real work status of our artists. The results were many of our clubs and traders were pointed out of their violation of the regulations. Then the Ministry of Justice changed the ministry order in September, 1996 and it is still in effect.

We must take the guidance of the Ministry of Justice as serious. If we did not immediately start reforming ourselves, our industry would be confined in bringing the overseas artists and therefore our industry would be endangered. So we discussed what measure we should take in order that we could avoid such a catastrophic consequence. We concluded that we, including traders and clubs, have to set up one industry association so that our bad business practice would be all removed. The association was named Zengeiren.

Zengeiren was organized for the purpose that each branch office would hold workshops and practice patrolling the clubs to warn against traders and club owners to have them observe the regulations.

We would like to further enforce our effort of making our industry normalized by setting our branch offices at every local immigration district near future under the guidance of Ministry of Justice and concerned governmental institutions, and the branch offices hold workshop enforcing the awareness of observing the regulations, and they patrol the clubs for guidance.
